By the end of the year, Estonia’s military support to Ukraine will amount to at least 0.28 percent of the country’s gross domestic product (GDP), aiming to strengthen Ukraine’s defense capabilities.

“Today Ukraine once again commemorates Independence Day, defending its nation and the security of all Europe. Estonia has supported Ukraine from day one. This year’s contribution – at least 0.28 percent of GDP – and the increasing share of Estonian defense industry products in our aid demonstrate the consistency of our support. Ukraine can rely on us and its other allies,” said Defense Minister Hanno Pevkur.
In 2023, the Estonian Ministry of Defense calculated that for Ukraine to win and Russia to be defeated, supporters should allocate 0.25 percent of their GDP annually for military aid. Therefore, the Estonian government set a goal to support Ukraine with at least 0.25 percent of its GDP annually. Last year, aid to Ukraine amounted to 0.35 percent of GDP.
“This aid does not sit in warehouses; it reaches the front lines and supports Ukraine’s self-defense. Every delivered weapons system, every trained soldier, and every invested euro has contributed not only to Ukraine’s defense but also to preserving Europe’s security. This comprehensive support for Ukraine must continue,” added the defense minister.
The majority of Estonia’s military aid consists of products from Estonian companies tailored to Ukraine’s military needs. Part of the aid package for 2026 has already been delivered – the Estonian state purchased drones and related equipment for Ukraine. The support measure for 2027 will be announced soon.
Under NATO’s PURL (Priority Ukraine Requirements List) initiative, capabilities developed by the US defense industry are purchased for Ukraine, and Estonia supported this process with 21 million euros. In November 2025, Estonia allocated 10 million euros as part of the Northern and Baltic countries’ package for the initiative, followed by a new contribution of 11 million euros on February 24 this year.

Estonia, together with Luxembourg, leads an IT coalition aimed at strengthening Ukraine’s combat capabilities and creating NATO-standard ICT infrastructure. This coalition of 18 countries has provided Ukraine with support worth more than 1.5 billion euros. This year, Estonia’s contribution through the IT coalition amounts to 5.7 million euros.
Since the start of the large-scale war, Estonia has trained more than 2,000 Ukrainian Armed Forces soldiers. Estonia also contributed 2 million euros to the European Union initiative to supply one million artillery shells.
Besides military aid, Estonia has concluded several defense cooperation agreements with Ukraine. At the end of April, the defense ministers of both countries signed a memorandum of intent in Kyiv to promote cooperation in the defense industry, including joint production.
Moreover, this summer at the NATO summit in Ankara, Prime Minister Krišjānis Kariņš and Ukrainian President Volodymyr Zelensky signed the so-called “drone agreement,” which goes beyond cooperation in the drone field and strengthens collaboration in the defense industry as well as knowledge and technology exchange. The agreement also establishes cooperation in IT and cyber fields.
Since 2022, when the large-scale Russian invasion began, Estonia has supported Ukraine with more than 850 million euros by implementing various military aid initiatives.
