Discussions related to the Temporary Protection Directive, under which Ukrainian citizens are allowed to live, work, study, and receive social support in EU countries without applying standard asylum procedures. This mechanism is currently valid until March 2027.

Men of conscription age not included
According to an EU Council document reviewed by the online portal, there is consideration to extend temporary protection to a narrower group of people, primarily “excluding men of conscription age” or individuals who left Ukraine for illegal reasons.
However, it is noted that possible changes may only apply to new applicants who will apply for this status in the future.
The document states that some governments have expressed concern about the increasing proportion of men of conscription age from Ukraine. Several countries also argue that the mechanism should be reconsidered “taking into account Ukraine’s interests” – both to support its resistance to Russian aggression and to facilitate future reconstruction.

This week, ministers responsible for migration at the EU Justice and Home Affairs Council meeting will discuss the future of this mechanism. It is expected that they will provide political recommendations for further actions.
The portal’s text states that as of March 2026, 4.33 million Ukrainians had temporary protection status in EU countries. The majority of such individuals were in Germany (1.27 million), Poland (961,405), and the Czech Republic (379,820). At the same time, Ukrainians make up more than 98% of all temporary protection recipients in the EU. Of these, 43.3% are women, 30.1% children, and 26.6% men.
