On Saturday evening, Sergei Aksyonov, the Moscow-appointed head of occupied Crimea, announced that coupons for trading AI-95 gasoline would be introduced from Sunday. He also said that the authorities limited the sale of AI-92 to 20 liters. S. Aksyonov wrote that he expects the situation to normalize within 30 days.
On Sunday morning, Sevastopol’s head Mikhail Razvozhayev announced that fuel cards would also begin to be used in this region – with them, gasoline of both brands will be sold. The city head called the introduction of coupons a “temporary measure necessary for us to replenish fuel stocks at gas stations”.
“I cannot tell everything we are doing now so as not to inform the enemy and thus not ruin our plans,” wrote M. Razvozhayev.
Due to the coupons, drivers must apply to registration points operating in the ATAN and TPP fuel networks in Crimea with a Russian passport and vehicle registration certificate. Before submitting an application, drivers are advised to “find out the availability, price, and conditions of obtaining coupons via hotlines”.
Cases of fuel coupon introduction in Russia
The last time a decision to introduce fuel coupons at the level of regional authorities in Russia was made was in 2017. Then, due to a “malfunction of a tanker delivering oil products to the region,” fuel coupons were introduced in Magadan. Within a week after that, restrictions began to be lifted.

In 2011, when there was a major fuel crisis in Russia, Tuva completely switched to trading gasoline by coupons. At that time, coupons were also introduced at individual gas stations in other regions, specifically in Primorye and Amur regions.
Coupons became one of the symbols of the late USSR when the economy could not meet citizens’ needs for basic food products, recalled “Agentstvo”. Fuel was also sold by coupons. The peak of sales of food products, especially sugar and flour, as well as other goods (soap, tobacco products) by coupons was in the early 1990s and lasted about two years.
