Notaries ran out of patience: the constantly failing Registry Center systems make it impossible to work

Recently, the Lithuanian Chamber of Notaries has been receiving more and more reports from notaries about problems related to the services provided by the Register Center. Notaries face difficulties not only when performing various checks before concluding transactions but also in obtaining digital copies of documents stored in the state register information systems, which are necessary for notarial actions.

“One of the problems is related to the Marriage Contracts and the Registers of Incapacitated and Limited Capacity Persons. Notaries have difficulties downloading digital copies of documents stored in these registers. Although the Register Center informed in July that it was looking for possible solutions to the problem, and the Ministry of Justice was obliged to provide information on possible solutions by July 28, they have not yet been implemented,” says Marius Stračkaitis, President of the Lithuanian Chamber of Notaries.

According to him, the Public Electronic Service for Real Estate Transactions (NETSVEP) is also not functioning properly. This is the main electronic environment used by notaries to prepare real estate transfer agreements and to submit data and requests to the Real Estate Register to register property rights and legal facts.

“We have been very patient. We understand that technical problems can occur in large information systems. We manage the eNotaras system ourselves, so we fully understand the technical challenges that can arise. We waited and hoped that the problems would be resolved and the systems would function properly again. However, the problems continue. One day the functionality works, the next day it does not. At the same time, we miss clear and consistent communication: what are the causes of the disruptions, what exactly is being done to eliminate them, and how to prevent them from recurring in the future,” says M. Stračkaitis.

According to the President of the Lithuanian Chamber of Notaries, the situation has now exceeded the limits of ordinary technical inconvenience.

“Due to non-functioning functionalities, important processes for people and businesses are stuck. Notaries also face challenges in planning client appointments and ensuring proper service. The operation of the Register Center’s systems is not an additional convenience for notaries; it is necessary for the proper execution of our functions and service to the public,” emphasizes M. Stračkaitis.

Register Center: most systems are outdated

Mindaugas Samkus, a spokesperson for the Register Center, stated that the recent disruptions complicating the work of notaries are related to the fact that most of the Register Center’s systems are outdated, operate in an architecture that does not meet today’s requirements, and have accumulated a significant “technical debt” over many years.

“The complex integration of information systems and their individual components, developed nearly 20 years ago, poses a constant risk of disruptions. We continuously cooperate with both the Lithuanian Chamber of Notaries and other interested parties to address emerging challenges as quickly as possible. We apologize to the notary community for the inconvenience and ask for patience,” said the Register Center representative.
