LTSA and VMI, after analyzing the data of mandatory vehicle technical inspections carried out in the European Economic Area (EEA) countries, identified companies that were required to pay this tax but did not. Upon discovering the tax gap, carriers were invited to pay voluntarily, and some companies have already done so.

Now individual VMI notifications have been sent to 975 companies that have not yet paid the mandatory tax. It is hoped that the provided specific list of vehicles and detailed information will help companies voluntarily fulfill their tax obligation without waiting for the unpaid tax recovery processes to begin.
A special payment code has been created – payment is urged immediately
Carriers are urged to immediately pay the unpaid tax for heavy goods vehicles registered in Lithuania into the VMI budget revenue collection account, indicating the specially created payment code 7930 for this purpose.
If companies face financial difficulties and cannot pay the full amount at once, the overdue tax can be paid in installments, but the entire amount due must be paid no later than October 1 of this year. If the tax is not paid by the specified deadline, a legal recovery process will be initiated.

Information for carriers in VMI notifications
The notifications sent by VMI provide specific data on the vehicles for which the tax was not paid and practical information on the actions the company must take. The notifications indicate that the tax must be paid for the period 2020–2026.
The problem arose after the decision made at the beginning of 2020 to automate the recognition of technical inspections performed abroad, without ensuring that the mandatory tax for registered goods vehicles in Lithuania was checked at the same time. As a result, some carriers avoided this tax by having the technical inspection performed abroad, mostly in Germany.
The tax for one truck and semi-trailer combination averages 433 euros per year.
