Journalists tried to find out how V. Volodin managed to accumulate such wealth. The current Speaker of the State Duma entered the Russian parliament in 1999. However, the first currently available data on his income is from 2002. He then had to declare it during the 2003 election campaign.
- 2002 income – 865.7 thousand rubles, real estate – 1200 sq.m plot, apartment and garage in Saratov region.
- 2006 income – 3.1 million rubles, real estate – land plot in Moscow region, apartment and garage space in the capital.
- 2009 income – more than 355 million rubles, real estate – 8.3 thousand sq.m plot, 174.3 sq.m apartment, garage space, bank deposits – 48.8 million rubles.
- 2010 income – 6.6 million rubles.
- 2011 income – 4 million rubles. A 421 sq.m house was included in the real estate declaration.
- 2012 income – 6.8 million rubles. The house area in the declaration was specified as 744 sq.m.
- 2013 income – 14 million rubles. The house area is almost 1000 sq.m, and 11 thousand sq.m of land in use, as well as various other utility and residential buildings, are also indicated.
- 2014 income – 62.9 million rubles.
- 2015 income – 87 million rubles.
- 2016 income – 62 million rubles.
- 2017 income – 51.4 million rubles.
- 2018 income – 71.7 million rubles.
- 2019 income – 100.3 million rubles.
- 2020 income – 84 million rubles, in bank accounts – 659.7 million rubles.
- 2021 income – 65 million rubles.
- 2022 income – 80.9 million rubles.
- 2023 income – 81 million rubles (calculated based on the publication of funds allocated by V. Volodin for charity, published on the State Duma website).
V. Volodin himself explained the large income in 2009 by the sale of company shares (141 million rubles) and securities (213.6 million rubles). In 2017, a source from the State Duma Speaker’s entourage told the propaganda news agency TASS that income from the sale of shares in the “Solnechnye Produkty” holding in 2007 amounted to 592.4 million rubles.

However, V. Volodin did not explain the reasons why his income jumped again more than 15 years after his declared withdrawal from business.
He is a master of concealing luxury real estate, the total value of which cannot be calculated, journalists from “Proekt” noted in their earlier investigation. The investigation “Parents and Grandparents” states that he has been involved in politics almost his entire life, and secretly re-registered multi-billion dollar businesses and luxury real estate to his elderly mother and young partner.
