In the Šiauliai region – shocking cases of animal neglect: three legal proceedings have been initiated

Two suffering dogs found in Akmenė district

During an inspection of pet owners in the Naujoji Akmenė eldership (Akmenė district municipality), two very emaciated dogs were found. One of them was moving with difficulty and was diagnosed with widespread whole-body pain. After a veterinary doctor examined the animal, it was determined that the health changes were irreversible, so in order to end the animal’s suffering, a decision was made to humanely euthanize it.

The second dog was emaciated, with a 10–15 cm ruptured and heavily purulent lesion found on the neck area. A choke collar with spikes was placed on the neck, which constantly irritated the wound and caused great pain and suffering. It was also found that the dog’s nails were significantly overgrown. Veterinary care was provided, and treatment is ongoing.

Both animals were taken from the owner, against whom proceedings have been initiated for possible animal cruelty.

In Radviliškis district – emaciated cow, undeclared pigs, and neglected goats

During an inspection in Radviliškis district, a cow tied with a rope was found lying in a pasture. It was critically emaciated: its coat was bristled and patchily bald, eyes sunken, and breathing was labored. The rear part of the body was lying in a manure pit, and it could not stand up. Inspectors also noted that the cow had not been watered for a long time.

The owner explained that a veterinarian had visited four days earlier and administered medication, but no further actions were taken as the animal’s condition did not improve. During the inspection, a veterinarian was called, who assessed the cow’s condition and decided to end the animal’s suffering by euthanasia. Proceedings have been initiated for possible cruelty.

In the same farm, seven undeclared pigs were found, one of which was dead. The Veterinary and Food Safety Authority (VMVT) was not notified about it (although it is mandatory), and biosecurity requirements were not met. Samples were taken for African swine fever testing. Administrative offense proceedings have been initiated.

Also on this farm, a goat, a nanny goat, and a four-month-old kid were found. The goat’s front leg was injured, joints deformed, nails severely overgrown, and the entire body covered with dandruff. The animal keeping environment was dangerous – full of wooden boards, tires, metal structures, and other objects that could injure the animals. All three animals were taken from the owner. Proceedings have been initiated for possible animal cruelty.

“These cases show clear examples of animal owners failing to fulfill their responsibilities, resulting in great suffering for the animals. It is very unfortunate that such situations are still being uncovered, and their consequences are very painful. Upon receiving reports, VMVT inspectors immediately mobilize and make every effort to rescue the animals from suffering as quickly as possible. However, I would first like to emphasize the responsibility of the owners themselves – properly caring for animals is their duty under the law: ensuring animal welfare, proper keeping conditions, and constant supervision. Such identified legal violations will obviously not go without consequences – owners will be held accountable as prescribed by law,” commented Daiva Kazlauskienė, Head of the Šiauliai District Supervision Department of the VMVT Supervision Department.

According to the VMVT representative, all the taken animals are currently, in cooperation with officials from Akmenė and Radviliškis district municipalities, already handed over to temporary guardians who have provided the necessary care.
