He calls the region “hostage to one LLC”
“IS IT NORMAL FOR A TROUBLED BUSINESS TO CALL MY WIFE?
For me, this question is rhetorical. The real question is: how long can the residents of our region be hostages to one LLC?” – writes V. Benkunskas.
He reminded that a few weeks ago he publicly said that “with the private company managing Vilnius region’s waste – LLC ‘Energesman’, bad things are happening: piles of garbage are accumulating, the company is in debt, various risks are increasing.”
“Critical assessments by institutions only confirmed my suspicion that the situation is a ticking bomb that must be urgently defused.
So, just last week it was announced that the contract with the private operator was terminated due to fundamental breaches of the contract. Unfortunately, the company has deliberately concealed the real situation for many years, maliciously ignored the institutions’ remarks, and now refuses to hand over the facility to VAATC and continues to accept waste, growing the piles and increasing the fire risk every day. The situation is getting worse (PAGD has already said that it strongly recommends no longer bringing new waste), and the weather is forecast to be hotter…
And what does that company do next? Maybe tries to fix the situation? No, chasing their narrow business interests and publicly defending themselves, they spread conspiracy theories, pressure all related parties, and try to manipulate the public. Moreover, privately, a person with the same name and surname as the director (apparently not a coincidence) resorts to fringe measures: calling my wife. Agree, involving family members in these matters is the absolute bottom,” the mayor complained.

Benkunskas also emphasized that this situation is not only a problem for Vilnius city – it is a challenge for the entire Vilnius region: “When the waste management system breaks down, the consequences are felt by the residents of all municipalities in the region. Therefore, today it is most important to unite and act together.
I invite all regional municipalities to join forces and, through joint efforts, ensure a stable, transparent, and reliable waste management system. The region’s residents must not become hostages of prolonged disputes or business interests – it is our duty to make decisions that primarily protect the public interest.
Therefore, now the most important thing is for the joint municipal company VAATC to take over the management of the waste center. Essentially, this is the only way to stop growing waste piles and start organizing the sorting and incineration of waste from 8 Vilnius region municipalities.”

The managers turned to court
In turn, “Energesman” announced that it has applied to the Vilnius District Court requesting temporary protective measures due to, as stated in the company’s announcement, “hasty and drastic actions by LLC VAATC.”
Also, together with firefighters on duty at the plant, the temperature of the waste piles was measured with a firefighter’s thermal imager – according to the company, it only reaches 27 degrees. So, allegedly, “such a temperature cannot cause a fire.”
“We want to reassure the residents of Vilnius and the mayor – the temperature in the waste piles has not risen. The highest recorded temperature is only 27 degrees. We have not detected any signs of heating or hot spots. We continue to monitor the situation responsibly, and the waste is already being sorted and supplied for incineration,” said Algirdas Blazgys, director of “Energesman,” in the announcement.
Decided to terminate the contract
We remind that the crisis in the Vilnius region regarding waste management has been ongoing for several weeks. Due to disruptions in sorting at the plant managed by “Energesman,” a decision was made to transport unsorted waste to the Kazokiškės landfill, which caused huge outrage among the Elektrėnai municipality and local residents.
The “Vilnius County Waste Management Center” decided to take over the sorting plant, but “Energesman” disagrees with this.
As “VAATC” announced, “declarations about effective waste management must be based on real work and results”: “The situation at the Vilnius MBA facilities operated by LLC ‘Energesman’ did not develop in one month. Problems accumulated consistently: waste acceptance stalled, waste flows were not properly managed, the amount of accumulated waste on the site increased, and necessary restoration works did not proceed at the planned pace.
The peace agreement concluded in May 2026 gave the operator a real opportunity to stabilize the situation. However, according to VAATC, obligations regarding building restoration, environmental protection, and fire safety requirements were not properly fulfilled. Finally, waste acceptance was disrupted.
Contract termination is an extreme measure. The decision was made only after evaluating the actual situation, contract obligations fulfillment, and conclusions of responsible institutions.”
