Solutions for a Cleaner Environment: Support for Wastewater Management in Vilnius District

According to the mayor of Vilnius district, Robert Duchnevičius, depending on the existing infrastructure, residents can take advantage of one of the financial support options provided by the municipality.

“We want every resident of Vilnius district to be able to conveniently and properly manage household wastewater. Such works are quite costly, so the municipality provides financial support to cover part of the expenses. Where possible – we encourage connection to centralized networks, and elsewhere – to install local treatment facilities. From this year, we allocate up to 1,000 euros compensation for connection to centralized networks, and also continue to partially finance the purchase and installation of individual devices,” says the mayor of Vilnius district, R. Duchnevič.

In 2025, about 100 households received compensation for the purchase and installation of individual wastewater treatment devices. About 100 thousand euros were allocated for this from the municipal budget. In total, about 300 households used this measure in 2024–2025, and the amount allocated for compensations exceeded 295 thousand euros.

Since the beginning of this year, 15 applications have been received for compensation for connection to centralized wastewater networks.

“The support provided by the municipality and this measure clearly show that it is important for every resident not only to have a choice but also a real opportunity to use it. Working in the commission, we change and update the support rules based on what we see in reality. People’s situations are very different: some need financial support, others get lost among documents or technical requirements. We constantly update our procedures to hear everyone and extend a hand exactly where help is most needed at the moment,” says the deputy mayor of Vilnius district, Dr. Danuta Narbut.

Compensation amounts and conditions for those connecting to centralized networks

Residents connecting residential houses to centralized drinking water supply and/or wastewater treatment networks are granted compensation depending on the scope of the work performed.

For connection to water supply and wastewater networks – 1,000 euros compensation when the length of the water supply inlet and wastewater outlet is 25 meters or more. If the pipeline length is shorter, the compensation amount will be proportionally reduced, calculated according to the actual network length (rounded to the nearest whole meter).

Residents connecting only to wastewater networks will receive 800 euros compensation when the length of the household wastewater outlet is 25 meters or more. For shorter distances, the compensation will also decrease proportionally.

For low-income and socially supported residents of Vilnius district (according to the provisions of the Republic of Lithuania’s Law on Cash Social Assistance to Low-Income Residents within 12 months before the application receipt date at the Municipality), who connect their homes to centralized water supply or wastewater networks, all – 100% – installation costs will be compensated to ensure necessary services are available to everyone.

Partial compensation can be received by individuals – owners of single-family, two-family, or multi-family residential houses (or their authorized persons), who have declared their residence in a dwelling located in the territory of Vilnius district municipality, which belongs to this individual by personal or joint ownership rights and for which compensation is requested for connection to drinking water supply and wastewater treatment or wastewater treatment infrastructure operated by a public drinking water supplier and wastewater operator.

Partial compensation is paid to the house owner after connection to the drinking water supply and/or wastewater treatment infrastructure. It is important to note that this opportunity is available to persons who connected to these networks and became users no earlier than January 1, 2024.

It is worth noting that the declared residential address of the house owner must match the address of the installed drinking water supply and/or wastewater treatment infrastructure.

Compensation for the purchase and installation of individual wastewater treatment devices

For residents who do not have the technical possibility to connect to centralized networks, the municipality compensates 50% of the costs for purchasing and installing an individual household wastewater treatment device, but no more than 1,000 euros per household. Support is also provided to those residents who purchased and installed devices no earlier than January 1, 2025.

At the meeting held on May 22, the Vilnius district municipality council approved amendments to the procedure description. Compensation can be received by building owners (individuals) who have declared their residence in Vilnius district for at least 2 years before submitting the application. It is important that the applicant’s declared residence does not have to coincide with the location of the device installation. One person can submit one application.

To receive compensation, an application and the following documents must be submitted: the invoice for the purchase and installation of the device, documents proving payment, the act of completed works (or commissioning adjustment), the device certificate, the plot plan, and, if necessary, co-owners’ consents or lease/power of attorney documents.

When evaluating applications, it is checked whether there is an opportunity to connect to centralized wastewater networks at that location. If connection to the centralized system is possible, compensation for individual devices is not provided.

Applications are accepted from August 1, 2026, to October 1, 2026, at the Vilnius district municipality or by email vrsa@vrsa.lt.

Funds for this partial compensation are allocated from the Vilnius district municipality budget.
