On the evening of July 25, 2026, officers of the Criminal Intelligence Department of the Lithuanian Prison Service (LKT) conducted inspections of prisoners across Lithuania who were granted the right to short-term home leave. Such inspections are organized to ensure compliance with the execution of sentences, to assess whether prisoners adhere to the conditions set for them, and to strengthen public safety.
38 officers participated in the inspections, checking 118 prisoners.
During the inspections, 9 violations were identified. Five prisoners were found intoxicated by alcohol or other psychoactive substances. Due to the violations committed, they were immediately returned to the places of sentence execution.
Another four prisoners were not found at their place of residence during the inspections, where they were required to be according to the conditions of their short-term leave.
The identified violations were recorded in five regions of the Lithuanian Prison Service. Most were found in the Vilnius and Kaunas regions – three each. One violation was found in each of the Alytus, Šiauliai, and Marijampolė regions.

Two prisoners were isolated for 7 days.
Disciplinary measures were imposed on all nine individuals who committed violations. Two prisoners were isolated for 7 days, one for 30 days, and six were fined an amount equivalent to one basic social benefit, paid into the Social Support Fund for Prisoners.
The Lithuanian Prison Service reminds that the right to short-term home leave is one of the resocialization measures for prisoners, based on trust and responsibility. This opportunity is granted only after evaluating the prisoner’s behavior, progress during sentence execution, and other criteria established by law. Upon receiving permission for temporary leave, prisoners must strictly adhere to the established conditions, and violations entail consequences provided by law.
Such inspections are conducted periodically and unexpectedly. They are one of the control measures that help ensure that the granted resocialization opportunities are used responsibly, in accordance with the established rules, and contribute to ensuring public safety.
