According to the assessments of the Multilateral Sanctions Monitoring Group, up to 25,000 North Koreans work in the Russian drone industry. Among them are those in the Alabuga economic zone, where Shahed drones are assembled.
Earned 800 million dollars for Kim Jong Un’s regime
The report states that North Korean workers abroad earned up to 800 million US dollars last year for the regime of North Korean dictator Kim Jong Un.
Bloomberg emphasizes that the strengthening military ties between Moscow and Pyongyang include not only weapons and soldiers but also extend to labor and industrial production.
The Kremlin accepts labor into sectors that support its war against Ukraine, and in return, Kim Jong Un’s regime gains access to foreign currency and the ability to finance its nuclear and ballistic missile programs. This further undermines the sanctions system, which Russia itself once helped enforce, Bloomberg writes.
Pretending to be students
The report also clarifies that North Koreans in Russia are disguised as students under a visa program – thus circumventing sanctions.

The average annual income of such a “student” is about 7,500 dollars, but the majority of the earnings are taken by Kim Jong Un’s regime. According to analysts, in some cases the confiscated amount exceeded the actual earnings.
The report also states that by the end of 2025, between 15,000 and 30,000 North Koreans worked in Russia.
On September 3, the German publication Bild wrote that the expansion area of the drone factory in the special Alabuga economic zone (Republic of Tatarstan, Russia) already exceeds 1,000 hectares – as shown by satellite images. In this area, Russia is actively building new production facilities, warehouses, and transport infrastructure.
Since August, young workers from Russian-occupied Ukrainian territories have also been recruited in Alabuga.
