A pre-trial investigation into violence against a minor has been initiated, the Prosecutor’s Office of the Republic of Lithuania hastened to report on Tuesday afternoon.
It appears that the public outcry has forced law enforcement to reassess the events of last summer in Šiauliai, which were captured in the publicly released footage that stirred the community.
To determine the exact circumstances of the incident, when on June 10 violence against a minor was recorded near the Šiauliai shopping center, a pre-trial investigation has been initiated at the Šiauliai District Prosecutor’s Office for suspected infliction of physical pain or minor health impairment to a minor and breach of public order (under Articles 140(3) and 284 of the Criminal Code).
The pre-trial investigation was initiated after it was assessed that when the pre-trial investigation officer decided not to start an investigation, data about the conflict that occurred on June 9, which possibly influenced the physical violence near the shopping center the next day, was not collected.

It should be noted that criminal liability arises not only for the perpetrator but also for the organizer, instigator, or accomplice.
During the initiated pre-trial investigation, the circumstances of the possible criminal acts will be precisely established and evaluated, newly obtained data, the identities of all persons possibly involved in the commission of the crimes will be assessed, their actions evaluated, and, if justified, liability will be applied to them or to persons responsible for them.
The pre-trial investigation is organized and supervised by the prosecutor of the Šiauliai District Prosecutor’s Office of the Šiauliai Regional Prosecutor’s Office, and the investigation is conducted by officers of the Šiauliai City and District Police Commissariat of the Šiauliai County Chief Police Commissariat.
