Kalugin of sexual assault of a minor, the criminal case has already been transferred to the Vilnius Regional Court, and he has been subjected to the strictest preventive measure – detention.

Accused of serious crimes, one of the most notorious pedophiles in Vilnius did not admit guilt during the pre-trial investigation, according to delfi.lt. It is mentioned that he is currently held in detention at Kaunas prison.
15min wrote about V. Kalugin back in 2013, when the Vilnius Regional Court announced its verdict in the criminal case concerning serious sexual crimes. V. Kalugin was found guilty and sentenced to a severe prison term: 15 years in a correctional facility, spending half of this term in prison.
V. Kalugin called children from his phone about 25 thousand times, allowing them to earn 10 cents for each accepted call.
By the verdict, V. Kalugin was also recognized as a dangerous recidivist.
Additionally, two victimized boys were awarded 10,000 litas (2,896 euros) each for non-material damages.

- Due to his sexual attraction to underage boys, E. Čekanavičius was known to law enforcement since 1971, when he first stood trial for this.
- The convicted lost the “title” of the most notorious when he fell under law enforcement control. In 2011, the Kaunas Regional Court sentenced E. Čekanavičius to seventeen years imprisonment for a sexual crime against a minor who was drugged. The appellate court reduced this sentence to 15 years, and the Supreme Court confirmed this decision. In 2025, shortly after being released, the convict died.
The case of Vilnius resident V. Kalugin was heard in court since 2011.
The process took time because there were justified doubts during it whether the accused’s mental health condition allowed him to be held accountable for his actions.
Raped while intoxicated
According to old case data, the victims of a young man previously convicted for the rape of a young woman could this time have been as many as seven minors.
It is stated that the children were molested, intoxicated with alcohol and drugs (amphetamine and methamphetamine), and three of them suffered sexual assault. The affected children were from one school in the capital.

According to the prosecution’s information at the time, the pedophile who rampaged from December 2009 to January 2010 lured underage boys into his home by giving them the opportunity to play computer games.
Another of his tricks – V. Kalugin called children about 25 thousand times from his mobile phone, allowing them to earn 10 cents for each accepted call.
Another circumstance established in the case: pornographic films were shown to children at V. Kalugin’s home.
Was in the hands of psychiatrists
Soon after arrest, V. Kalugin was declared not criminally responsible and placed in a psychiatric hospital. However, shortly after, experts unexpectedly reported that the accused had recovered and could be tried.
The case was heard in closed sessions.
The defendant admitted only the lightest charges, for example, that he gave alcohol to several minors. Meanwhile, he categorically denied all case circumstances related to drugs and sexual assault.
For serious sexual crimes against minors, V. Kalugin faced up to 20 years imprisonment at the time.
After the verdict was announced, prosecutor Liutauras Rudzevičius, who supervised the case, commented to the media that the court imposed essentially an adequate, strict sentence. L. Rudzevičius also emphasized that the judge took into account the prosecution’s proposal to recognize V. Kalugin as a recidivist.
