AS „Eesti Post“, operating under the „Omniva“ brand, belongs to the Republic of Estonia. „Omniva“ serves customers in all three Baltic countries and manages an international logistics network covering more than ten countries. In 2025, the company’s revenue reached 155 million euros.
The shares are being sold pursuant to the decision of the Estonian Government dated April 6, 2026, which approved the proposal of the Minister of Regional Affairs and Agriculture to sell the shares of AS „Eesti Post“ by public auction.
The Minister of Regional Affairs and Agriculture, Hendrik Johannes Terras, stated that selling the company would reduce the business and investment risk borne by the state, and the company would be given better conditions to attract investments, improve service quality, and strengthen competitiveness.
„The state’s role in postal services should primarily be regulatory rather than providing services by managing the company. With a change of ownership, the delivery of letters, newspapers, and other periodicals to homes will continue to be ensured, as the requirements for universal postal services and other postal service obligations are set out in the Postal Act,“ said Terras.
In recent years, „Eesti Post“ has decisively transformed its operations from traditional national postal services to international logistics services. In 2025, universal postal service accounted for 5% of the company’s revenue. „Eesti Post“, with annual revenues of 155 million euros, has become one of the leading logistics groups in the Baltic countries. This position is supported by the company’s international operational coverage, modern technologies, and a well-functioning delivery network.
Operating under the „Omniva“ brand, „Eesti Post“ has grown into a logistics company serving all three Baltic countries and competing mainly with other market participants in an open market on commercial terms. The purpose of the auction is to find an owner capable of developing the company and investing in its future in the highly competitive logistics and parcel delivery market.
The CEO of the „Omniva“ group, Martti Kuldma, emphasizes: „Omniva“ will continue to serve customers in Lithuania as one of the leading regional parcel delivery companies, leveraging its logistics technologies and extensive network of parcel lockers and delivery points. Private ownership could provide the opportunity to attract additional capital, allowing us to more rapidly expand the network of parcel lockers close to home in all Baltic countries and ensure that parcel services become even more convenient and accessible.“
The sale of the company will not affect the provision of universal postal services or the delivery of newspapers and other periodicals to homes in Estonia. „Eesti Post“ will continue to provide these services in compliance with the requirements set out in the Postal Act, and the state will maintain its role as regulator and supervisory authority.
The state will continue to shape postal policy and oversee this sector. The quality and accessibility requirements of universal postal services are set out in the Postal Act, and compliance is monitored by the Estonian Competition Authority. The state has also established specific service standards, including the number of delivery days and the minimum number of post offices. The universal postal service provider must ensure that letters and periodicals are delivered to homes five days a week, and at least one post office operates in each county.
The auction is conducted by consultants of the Ministry of Regional Affairs and Agriculture, OÜ „Superia“ and „Redgate Capital AS“.
