Since 1974, he has consistently studied Klaipėda Castle and the old town, analyzed the prehistory of the Curonians, and conducted underwater cultural heritage site research. He has done a lot and earned recognition in the study, history, and restoration of Klaipėda Castle.

One of V. Žulkus’s most significant achievements is that he was the first to comprehensively write about the early history of Klaipėda (13th–18th centuries) and newly substantiated the city’s development model, disproving previously prevailing incorrect interpretations. His scientific works include dozens of monographs and articles. The work done by the archaeologist has gained recognition not only in Lithuania but also beyond its borders.
V. Žulkus also significantly contributed to the development of higher education in Klaipėda – he served as the rector of Klaipėda University, trained future historians and archaeologists, and supervised doctoral students. His activities have greatly contributed to Klaipėda being seen as an important center of science and culture in the Baltic region.
The title of Honorary Citizen of Klaipėda is awarded for special merits to the city, recognizing personal contributions and promoting the name of Klaipėda worldwide. This honorable award is given annually to one person. So far, this title has been awarded to 24 distinguished individuals. In 2025, the title of Honorary Citizen of Klaipėda was awarded to the marine painter Edvardas Malinauskas.
The Honorary Citizen of Klaipėda is awarded a special Honorary Citizen badge (a handcrafted medal), which depicts the city coat of arms and the inscription “Honorary Citizen of Klaipėda with name, surname, date” along with the document granting the title of Honorary Citizen of the City. The Honorary Citizen badge of Klaipėda is a work by jeweler Vidas Bizauskas, made of silver and gold. In the cultural development program, €6,850.00 is allocated for the acquisition of the honorary badge in 2026.
The title of Honorary Citizen will be awarded to V. Žulkus and solemnly presented on August 1, 2026, celebrating Klaipėda City’s birthday.
