We also raise the question of why the costs of developing electronic systems of profitable state-owned companies should be additionally transferred to their users.
Because of this decision, today we officially addressed “Regitra”, the Government, and responsible ministries,” writes S. Statkus.

“Regitra” representative Karolina Judeikė reminds that until now, declarations online (car ownership change) could be submitted free of charge, and in the branch, a fee of 4.20 Eur was applied for submitting acquisition declarations, transfer to a foreigner declarations, transfer to a destruction company declarations, and cancellation declarations.

From October 1, the price of all declaration services online will be 3.36 Eur, and in the branch – 4.20 Eur. Thus, the price of these services online will be 20% lower than when filling out in the branch.
“Although declaring ownership change online is a fairly simple and quick process for the client, a significant technological infrastructure operates in the background to make it so. Upon submitting the declaration, data is checked and exchanged with 16 different information systems and registers, including international Schengen, Interpol, Eucaris, and other systems.
For this entire process to run smoothly and securely, constant maintenance of systems and their interfaces, updates, data protection, and cybersecurity assurance are necessary. All this requires corresponding technological and human resources.
So, although until now clients could declare online free of charge, the smooth operation and maintenance of the service always required appropriate resources,” explained K. Judeikė.
How is the price determined?
The reference point for setting the price of the electronic service was the 4.20 Eur price valid in the branch until now, calculated according to approved pricing principles. A 20% lower price is applied to the electronically provided service, so online declaration from October 1 will cost 3.36 Eur, explains the “Regitra” representative.
Service pricing is based on service delivery costs and established pricing principles, and a deliberately lower price is maintained for the electronic channel. This aims to continue making it more favorable for clients to receive services remotely. At the same time, we consistently invest not in updating a single specific service or its functionality, but in the development and improvement of all electronic services and customer self-service.
The electronic channel remains more convenient and cheaper
“Clients can submit declarations online from any convenient location and at a preferred time, i.e., there is no need to register for a visit, go to a “Regitra” branch, or wait in a service queue. Therefore, we continue to strive for clients to be able to receive as many everyday services as possible simply and conveniently remotely.
At the same time, we consistently update customer self-service to make the actions performed there even clearer, simpler, and more convenient. Later this year, driver’s license ordering services will be transferred to the new self-service. Mid-next year, ownership declaration services are planned to be updated, followed by vehicle registration services in the digital space.
Specifically regarding the ownership declaration service, it is important to note that visiting the branch itself does not speed up the ownership change declaration. If the process requires the declaration of the other party to the transaction, their actions must be awaited regardless of whether the client submits their declaration online or at the “Regitra” branch,” commented Karolina Judeikė.
