Based on these findings, Berlin decided to blame Russia for the incident and announced measures including the closure of the Russian consulate in Bonn and the Russian cultural center in Berlin. Russia, in turn, denies any involvement.

Investigators believe that O. Le arrived in Germany from Turkey, then left Berlin Airport for Serbia and is currently probably back in Russia. Direct flights between Russia and Germany have been suspended since Russia launched a large-scale invasion of Ukraine in 2022.

According to Welt, officials knew about O. Le’s ties to the GRU upon arrival, but surveillance was not conducted after he entered the country. The suspects were identified based on DNA traces found at the airport. Explosives may have been brought into Germany by trucks through Bulgaria and Serbia.
