It is reported that Moscow has asked Hanoi for help and wants to lease passenger aircraft with crews and maintenance services from Vietnamese carriers. Russian President Vladimir Putin changed the law last year to allow such agreements with foreign carriers.
As many as 20% of passenger aircraft in Russia are grounded because carriers have lost the ability to purchase spare parts for Boeing and Airbus aircraft due to sanctions imposed after Russia’s invasion of Ukraine in 2022. Due to these restrictions, Russian airlines also cannot purchase new Western-made aircraft.
The Ukrainian news portal “LIGA.net”, citing Ukraine’s main intelligence directorate (GUR), reports that Russia’s aviation infrastructure is also facing other major challenges. According to GUR, the number of airports in Russia has also decreased from 283 to 225 over the past decade.

“There is a systemic decline in the air transport sector of the Russian Federation, caused by civil aviation’s dependence on foreign-made aircraft, limited capabilities of the Russian aviation industry, and the deteriorating financial situation of companies in this sector,” the portal quotes GUR’s statement.
Another problem in this sector is the increasing operational disruptions caused by Ukraine’s strategy of conducting long-range drone strikes, which lead to airport closures and flight cancellations.
