Indeed, LVK notes that implementing some measures may require significant public finances, so it is important to ensure that their implementation is based on clear priorities and does not increase the additional tax burden on businesses.

“It can be praised that the plan is really ambitious, especially considering that this Government will work only for two years,” says LVK president Andrius Romanovskis.
The Government program implementation plan gives positivity to business by continuing attention to reducing bureaucracy. The measure proposed by LVK and included in the plan to establish a mechanism to prevent excessive regulation (gold plating) when transposing European Union law is commendable.
“It is important for business that the Government does not forget the agenda of reducing bureaucracy and directly states that excessive regulation hinders creating value for Lithuania. However, we miss more concrete measures in this area and hope that the Government’s attention in this field will result in specific solutions,” says the LVK president.
According to LVK, some not necessarily accurate measures in the social protection area presented in the Government’s plan may require significant expenses that would not be possible without tax increases. Such a scenario must be avoided.

“Business expects that in all decisions the impact on public finances and business competitiveness will be weighed,” says LVK president Andrius Romanovskis.
The same applies to the Government’s economic goals. Despite commendable initiatives and measures, LVK hopes that strengthening the competitiveness of individual sectors will not be financed by increasing the tax burden on all businesses, and if priority is given to specific sectors, it will be based on their strategic importance to the state.
LVK emphasizes the importance of the agreement signed with the Ministry of Health in November 2025 on strengthening the national health system. Although part of the agreement’s provisions has already been implemented, a significant part of the commitments is not yet reflected in the Government program implementation plan.
According to LVK, the most important provisions of the agreement should be integrated into the plan and implemented as soon as possible, as only in this way will the continuity of health policy be ensured and trust in the agreements reached by the state and social partners be maintained.
