VDI informs that companies can be assigned to a higher social insurance accident rate group if serious or fatal workplace accidents have occurred due to the employer’s failure to implement legal requirements, as well as if during company inspections VDI inspectors decide to suspend work, or (and) if it is found at workplaces that the risk of employee falls from height, poisoning by hazardous chemicals, possible falling objects, cargo, equipment tipping over, bulk material or soil collapse has not been assessed and/or unforeseen measures to prevent or reduce this risk have not been taken.

“Insurers assigned to the first, second, or third accident insurance rate group may be moved to the correspondingly higher – second, third, or fourth – rate group if VDI provides “Sodra” with information about identified employee safety and health violations,” says Saulius Balčiūnas, Head of the Employee Safety and Health Department and Chief Labor Inspector, adding that employers are informed about violations found during inspections directly during the inspection and through company inspection questionnaires, which include requirements to eliminate the violations.
VDI notes that from November 1, 2025, to August 27, 2026, VDI inspectors issued 77 R1 requirements to companies, instructing them to eliminate employee safety and health violations that lead to the company’s transfer to a higher workplace accident insurance rate group. These companies will have to pay higher social insurance contributions from January 1, 2027.
Most R1 requirements, which result in companies being moved to a higher workplace accident social insurance contribution rate group, were issued to construction (50.65%), somewhat fewer to manufacturing (25.97%), and the least to wholesale and retail trade (6.49%), agriculture, forestry and fishing (6.49%), transport and storage (3.9%), water supply, sewage treatment, waste management and remediation (2.6%), real estate operations (1.3%), human health care and social work (1.3%), and other service activities (1.3%) economic sectors.

Territorially, most requirements were issued in the municipalities of Kaunas city (28.57%) and Vilnius city (14.29%).
VDI urges company managers and responsible persons to familiarize themselves with the employee safety and health inspection questionnaires and ensure compliance with the legal requirements specified in the questionnaire section “OSH legal violations based on which companies are assigned to a specific workplace accident insurance contribution rate group”.
