Until the end of August this year, young people who have graduated from gymnasiums, vocational schools, or studies will be insured under the PSD with state funds – this means that the state will pay the contributions for them. From September, the situation will depend on what the person does next.

Why is it important to take care of PSD?
Compulsory health insurance ensures that a person can use health care services paid from the PSD fund and receive reimbursable medicines.
If a person is not insured with state funds, does not work, and has no other basis to be insured, they must pay PSD contributions independently. If contributions are not paid, debt accumulates, and if insurance is interrupted, the person may have to pay for health care services themselves.
“Sodra” sends notifications every month to people who may have the obligation to pay PSD contributions independently. You can check whether you have received such a notification and what contributions you need to pay by logging into your personal “Sodra” account.
How much and how to pay?
In 2026, the minimum monthly PSD contribution is 80.48 euros. People who insure themselves independently pay contributions using contribution code 444.
It is important to remember that the PSD contribution must be paid by the last day of the current month. Therefore, a person who has the obligation to insure themselves independently starting in September must pay the contribution for September by the end of September.
If you start or continue studies in Lithuania
Students studying in Lithuania under full-time study programs are insured with state funds for PSD, so they do not need to pay the minimum PSD contributions monthly.
If a student takes academic leave but remains on the student lists, they continue to be insured with state funds.
If you combine studies with work
When a person is employed under an employment contract, the employer will calculate and transfer PSD contributions from the salary.
If a student decides to combine studies with self-employment – working with an individual activity certificate or business license – they will need to pay the established PSD contributions, the amount of which depends on the form of activity and insurable income.

A self-employed student does not have to pay the minimum PSD contributions monthly – they are insured with state funds and can consult a doctor if needed. Only once a year – by early May – after declaring earned income to the State Tax Inspectorate (VMI), they will need to pay PSD contributions of the established amount based on their earned income.
If you study abroad
Young people who go to study in EU countries, Norway, Iceland, Liechtenstein, or Switzerland are invited annually to submit a certificate on the original higher education institution’s letterhead to the territorial health insurance fund. The document confirms that they are studying in a full-time study program. Copies of such certificates or study invitations are not accepted.
The certificate is submitted annually as long as studies continue because PSD is valid for one academic year.
Those going to study in the mentioned countries should have a European Health Insurance Card, which is issued by the Territorial Health Insurance Funds. The card guarantees necessary medical assistance abroad.
Lithuanian citizens who go to study in other countries (e.g., the USA, the United Kingdom) are not insured with state funds. It is important to remember that young people studying in other countries must take care of their health insurance themselves and insure with a private insurance company. Also, if the student’s place of residence remains registered in Lithuania, during the study period they have the obligation to pay PSD contributions independently. Therefore, when leaving Lithuania for a longer period, it is advisable to declare the departure.
If you study in another country under an exchange program
Students going to foreign universities under exchange programs follow the same rules as young people studying abroad full-time. If going to EU countries, Norway, Iceland, Liechtenstein, or Switzerland, PSD contributions do not need to be paid, and the student can use medical services in those countries.
Meanwhile, those going to other countries should take care of their health insurance themselves – otherwise, they may have to pay for health services out of pocket.
If you finished school and will not study
If a person who finished school or studies does not intend to continue studying but will not start working in September and will not contact the Employment Service for job search, they will have to pay PSD contributions independently.
If you perform compulsory basic military service
Soldiers performing compulsory basic military service are insured with PSD with state funds. They do not need to pay PSD contributions monthly based on the minimum wage, but if during service they carry out individual activities and have taxable income, they will need to pay PSD contributions on that income by May 1 of the following year.
