EIMIN expands 100 million euro aid due to increased fuel prices – will reach more businesses

„The geopolitical situation remains tense, and businesses continue to face uncertainty and rising costs. Therefore, we are expanding support options so that concessional financing reaches even more companies. We aim for businesses to be able to confidently plan their activities and have greater financial stability,“ says the Minister of Economy and Innovation Edvinas Grikšas.

According to the minister, the changes to the measures are currently being coordinated with institutions, and it is expected that the new conditions for concessional loans will come into effect in September.

One of the most important planned changes is to abandon the list of highly affected sectors. Until now, a 70% interest rate discount was applied only to companies included in the list of highly affected sectors (energy-intensive sectors), as well as agricultural cooperatives, while other companies could only borrow on market terms. After the changes, companies from all sectors will be able to apply for concessional loans if they meet the measure’s requirements.

Liquidity ratio values will also be changed – applicants’ general liquidity ratio must be less than 1.5 but not less than 0.5. Until now, it was required that this ratio did not exceed 1. For agricultural cooperatives, the critical liquidity ratio limit will similarly be increased from 1 to 1.5.

When assessing applicants’ compliance with requirements, the latest submitted financial statement data will be used. This means that companies that have already submitted financial statements for the second quarter of 2026 will be evaluated based on the most recent financial information.

The Ministry of Economy and Innovation points out that companies whose applications were previously rejected due to non-compliance with liquidity ratio requirements will be able to reapply if their ratios meet the updated measure conditions according to the latest financial data. Since the measure is ongoing, applications can also be submitted later if the company’s financial situation changes, provided all other established requirements are met.

The Ministry of Economy and Innovation is implementing a direct ILTE loan measure worth 100 million euros together with the national development bank ILTE. The measure is designed to help small and medium-sized business entities, large companies, and agricultural cooperatives ensure working capital needs and maintain business continuity due to increased energy resource prices and the impact of geopolitical tension.
