LB announced that it has started an inspection of the institution and has grounds to suspect that it may have violated the requirements of laws regulating money laundering and terrorist financing prevention, as well as other laws – serious deficiencies are observed in its activities.

“Lux International Payment System” is obliged not to provide services until the inspection is completed and a decision is made. LB obtained permission from the Regional Administrative Court for such an obligation.
LB also announces that the institution had already suspended service provision before the central bank’s decision.
In June this year, an investigation by the Estonian business publication “Aripaev” revealed that the operator of “Lux International Payment System” is a businessman connected to Estonia, Marcus Milleborg (Markus Mileborg), who used several passports with different names, along with his family.
It was reported that the businessman was convicted in Estonia in 2010 for large-scale money laundering. He created non-operational banks and payment institutions under the names of well-known banks, and people who made payments to them lost their money.
According to “Aripaev” sources, he continues similar activities – acquiring a payment institution license, creating a fake service center, and after attracting enough money, moving the operation elsewhere.

It was reported that he was born in Italy but uses passports from three different countries – in the Swedish passport he is M. Milleborg, in the Armenian – Marcus Yeghiazaryan (Markus Jegijazaryan), and in the Saint Kitts and Nevis – Mark Williams.
According to sources, he previously sought to open a correspondent account for a Lithuanian company in Dubai to transfer money between Europe and Arab countries.
91% of “Lux International Payment System” shares belong to his former wife Mariana Cerato (Serato), who is registered in the Lithuanian company under the name Linda Mariana Tammeberg (Tameberg).
The Lithuanian company earned 75.3 thousand euros in revenue last year and suffered a net loss of 789.4 thousand euros. Similar financial results were recorded in 2024 and 2023.
