Simpler registration process
As of July, all newly manufactured passenger and goods transport vehicles (categories M, N), including trailers (category O), must be accompanied by an electronic certificate of conformity. However, EU institutions, aiming for a smooth transition, have provided an additional transitional period until November 29 of this year. This means that during this period, certificates of conformity for the registration of new vehicles can be submitted in both electronic and paper formats.

“Later, paper certificates of conformity will become a rarity, as all data will be exchanged automatically. Cases where paper format will still be accepted are new vehicles manufactured before November 29, 2026, or in cases of individual approval.
Moped, motorcycle, tricycle, and quadricycle manufacturers (category L) will also be able to voluntarily join this system and provide certificates of conformity in electronic format,” says Rytis Polikauskas, interim CEO of “Regitra”.
The process is simplified – no more contracts with “Regitra” will be needed
Previously, manufacturers’ representatives had to conclude a contract with “Regitra”, but from now on, the process is simplified. The administration for manufacturers and their representatives regarding the submission of vehicle identity certificates has been simplified – there will no longer be a need to submit them or conclude contracts with “Regitra”.
Sellers of new vehicles will have to inform buyers about the electronic certificate of conformity provided and provide the vehicle owner with the vehicle identification number (VIN), which will be used when registering the vehicle and the certificate of conformity data in electronic format.

According to R. Polikauskas, it is now sufficient to fill out a confirmation of the prescribed form, and when registering new vehicles, the system will automatically check whether the vehicle has been assigned a vehicle owner’s declaration code (SDK) or, in certain cases, whether a transfer/acquisition declaration linked to the manufacturer or its representative has been submitted. If the information is linked, there will be no need to present the vehicle for visual inspection.
R. Polikauskas also notes that vehicle manufacturers and their representatives who have contracts with “Regitra” do not need to submit separate confirmations. They will be automatically included in the “Regitra” database.
Changes implemented together with business
To ensure that the new EU order is as clear as possible for businesses and its implementation proceeds smoothly, “Regitra” actively communicated with vehicle manufacturers and their representatives even before the changes came into force. Informational meetings were organized, new registration processes were presented, changes to registration rules were explained, and consultations were provided on the practical application of EU regulation requirements.
According to R. Polikauskas, the implementation of electronic certificates of conformity is just one step in creating simpler and more digitized services for businesses.
“Automated data exchange opens up opportunities to further digitize “Regitra’s” vehicle registration processes. Therefore, we are immediately taking the next step and, together with business partners, are launching a pilot project aimed at reducing the need for business clients to visit “Regitra” branches and transferring as many registration actions as possible to the digital space. We thank the companies participating in the pilot project for their involvement and partnership,” says R. Polikauskas.
