Preparing for mobilization
The current version of the order refers to “timely defense preparedness actions” for Russian Guard officers, civilian personnel, employees of subordinate organizations, family members of all aforementioned persons, as well as the ministry’s material assets.
The draft order proposes to clarify the wording of the civil defense concept to include preparedness for defense “from dangers arising during the mobilization period, during the period of martial law, and during wartime”.
In addition, the document envisages expanding the main tasks of the Russian Guard in the field of civil defense. Currently, these include the evacuation of the service’s civilian personnel, employees, and their family members to safe areas. The new version will add the evacuation of military personnel to these tasks.
As stated in the explanatory note, the new document aligns the ministry’s internal rules with the Civil Defense Law, which the State Duma amended last summer. At that time, the law defined civil defense as a system designed to prepare the population for protection from dangers “during the mobilization period, during the period of martial law, and during wartime”. Previously, the law referred to protection “during military conflicts or as a result of these conflicts, as well as during emergency situations”.

Everyone fears a new mobilization
The draft order of the Russian Guard appeared at a time when the risk of a new wave of mobilization in Russia is being discussed, according to the ‘Agentstvo’ portal. One of the participants in unofficial talks on the war in Ukraine in June told the ‘Financial Times’ that an increase in the level of mobilization could become the only way out for the Kremlin, given that Russia’s military industry is limited and Ukraine is increasingly gaining an advantage by using drones.
Later, military analyst Franz-Stefan Gady wrote that the intensification of pressure on Crimea by the Ukrainian armed forces could prompt Vladimir Putin to undertake a new mobilization.
Vladimir Putin announced mobilization in Russia on September 21, 2022. In October of the same year, Russian authorities announced that the mobilization call was complete, and the Kremlin explained that a separate decree to end mobilization was not required. However, as lawyers explained, this means that mobilization is not over.
