Partial information about stolen data from the Registry Center – the chosen tactic, says the minister

„Regarding the provision of information, it seems that for about 10 years all the powers have been held by the Register Center. The Register Center informed the Ministry of Justice at the beginning of April that such an incident had occurred, later reported that a pre-trial investigation had been initiated. This tactic was chosen because certain, apparently secret investigative actions needed to be carried out,“ R. Tamašunienė told LRT television on Thursday.

„The tactic of the pre-trial investigation is to gather the necessary data and find out where the gaps are. This was done and precisely on those May days it was announced to the public. It was provided what volume, how much data has been leaked,“ she added.

R. Tamašunienė reiterated that although legally she is the register manager, the Ministry of Justice was not responsible for the security or functionality of the data accumulated there: „These powers are granted to the Register Center.“

„According to those powers (the Register Center – BNS) is obliged to provide information either to legal or natural persons about incidents. Or simply information, if a person applies, or lawyers – whether data about that particular person was collected,“ the minister said.

„That information system, in my opinion, is clear to the Register Center,“ she added.

According to the minister, the current register management and usage procedure is very complicated, since the data of the Register Center is used by many state and municipal institutions, and it could be reviewed.

„Too many caretakers – a headless child: some are managers, others are handlers, third parties have access credentials and so on. There are many institutions responsible for and taking data from the Register Center,“ said R. Tamašunienė.

As BNS wrote, the General Prosecutor’s Office states that the Register Center itself should have informed about the stolen residents’ data. In turn, the chairman of the ruling Lithuanian Social Democratic Party (LSDP), Mindaugas Sinkevičius, stated that the prosecutors should have informed the residents about the incident.

President Gitanas Nausėda called the situation, when there is a delay in publishing information about the stolen Register Center data, an attempt to „sweep the dust under the rug“ on Thursday.

Meanwhile, Prime Minister Inga Ruginienė and Minister of Economy and Innovation Edvinas Grikšas say they were waiting for the prosecutor’s announcement about the initiation of the pre-trial investigation.

The parliamentary opposition is initiating a parliamentary investigation because of this. Depending on its results, it does not rule out raising the issue of political responsibility.

The prosecutor’s office is investigating possible illegal logins and the appropriation of more than 600 thousand real estate register entries, including people’s personal codes.

According to law enforcement, the logins were made from abroad by appropriating the accounts of Migration Department employees.
