A significant part of the investment program consists of the development and renovation of educational infrastructure. Among the planned projects are the construction of new educational institutions on Žemynos St., Bajorų Road, Moravų St., Pavilnionių St., and other parts of the city, as well as the reconstruction and modernization of existing schools and kindergartens.
Investments are also planned for transport and sustainable mobility infrastructure. The program includes the reconstruction of Ozo, Ukmergės, and Siesikų streets, major repairs of the Liubartas bridge, installation of public transport terminals, as well as new bicycle and pedestrian paths on Ragučio, Balsių, and Bubilo streets and A. Goštauto street.
Some projects are dedicated to health and social services infrastructure. These include the acquisition of medical equipment for the operating rooms, intensive care, and hemodialysis unit of Vilnius City Clinical Hospital, the construction and equipping of the Vilnius City Mental Health Center building on Vasaros St., and the expansion of the city’s community service network.
Investments are also planned for sports and active leisure infrastructure. The project list includes the establishment of the Vilnius athletics arena and rowing base in Žirmūnai, the Pilaitė swimming pool, expansion of sports halls, reconstruction of sports fields at Žirmūnai and Mykolas Biržiška gymnasiums, and the installation of sports grounds near kindergartens and in public city spaces.
The investment program also covers the improvement of public spaces and residential environments in different parts of Vilnius. It is planned to renovate and create public spaces in Žirmūnai, Pilaitė, Pašilaičiai, Karoliniškės, Naujamiestis, and Grigiškės, establish squares in Jeruzalė, near Tūkstantmečio and Dariaus and Girėno streets, Pelesos and Liepkalnio streets, and other city locations.
Among other projects planned in the investment program are the creation of infrastructure for the National Concert Hall, the design and installation of the “Connect” station square, the improvement of the Šeškinė complex surroundings, and a green hydrogen production project for public transport in Vilnius.
This funding is a continuation of the cooperation between Luminor and Vilnius City Municipality – in 2025, the bank provided a €70 million loan to implement priority infrastructure projects in the capital.
