Until now, declarations could be submitted online for free, and in the branch, a fee of 4.20 Eur was applied only for acquisition declarations. From October, the price for declaration services online will be 3.36 Eur, and in the branch – 4.20 Eur. Thus, using services online will be 20% cheaper.

Encouraging the use of services online
“Regitra” continues to aim for as many services as possible to be conveniently available online to clients, so services provided in self-service will have a lower price than in branches. When declaring online, the client does not need to go to the branch, register for a visit, or wait in line – all necessary actions can be performed remotely.
It is important to note that, as before, destruction declarations and certain services related to the transfer of vehicles to Ukraine for humanitarian purposes will be provided free of charge. This includes temporary vehicle registration, temporary issuance of license plates, and ownership declaration when vehicles are transferred to Ukraine through state or municipal institutions.
Customer self-service is being updated
Changing the pricing aims not only to ensure the operation of electronic services themselves but also their further development and updating. “Regitra” is currently implementing significant self-service changes aimed at simpler processes and better customer experience.
Later this year, driver’s license ordering services will be transferred to a new, simpler, and more convenient self-service for clients. In the middle of next year, ownership declaration services are planned to be updated, followed by vehicle registration services in the digital space.

Developing electronic services requires constant investment in technological solutions, system security, and maintenance. “Regitra” plans to continue increasing investments in improving digital services and creating new solutions so that more services can be accessed simply and conveniently remotely by clients.
The declaration system helps ensure more transparent car trading
The vehicle owner accounting system in Lithuania started operating in 2021. It was created as one of the measures to combat shadow car trading, allowing to ensure traceability of the vehicle ownership chain, identify its true owners, and reduce the risk of tax evasion.
The introduction of the system became a significant part of the overall car market transparency. According to the State Tax Inspectorate, the introduction of the vehicle owner declaration system significantly contributed to the nearly threefold increase in taxes paid by the sector.
Today, every vehicle in Lithuania must have a unique owner declaration code, and when its owner changes, both parties to the transaction must declare the acquisition and transfer. This ensures a clear vehicle ownership history and creates conditions for more transparent car trading.
