“The head of VTPSI (State Territorial Planning and Construction Inspectorate – BNS) was warned to enforce the mandatory decision and ruling of the Vilnius City District Court and to organize the demolition of the building Maskvos namai as soon as possible and as economically as possible,” the announcement states.

The mayor of Vilnius, Valdas Benkunskas, requested to protect the public interest by enforcing the court decision after the Construction Inspectorate failed to select the winner of the Maskvos namai demolition works competition at the end of last year.

Meanwhile, according to the prosecution, an agreement reached during negotiations between the Ministry of Environment, the municipality, and the Construction Inspectorate on a settlement would not contradict legal acts and the public interest.

BNS wrote that at the initiative of the Ministry of Environment, negotiations are underway for a settlement agreement – the aim is to agree that the Construction Inspectorate would no longer be responsible for the demolition of the building, and this duty would be taken over by another party – a company that would undertake the work with its own or other private funds, hinting that the municipality could also assume responsibility.

Former minister Kastytis Žuromskas told BNS in mid-May that the settlement agreement would be signed between the Construction Inspectorate, the insolvency administrator Šatrijos bureau, and the company that would take over the duty from the inspectorate to demolish the building at its own expense.

After signing the settlement agreement, it would still need to be approved by the court. Viktorija Šinkūnienė, a representative of the Construction Inspectorate, told BNS that according to legal acts, a dispute can be resolved by a settlement agreement at any stage of the process.

As BNS reported, the idea of Maskvos namai near the capital’s center and the former “Žalgiris” stadium territory for a new business and housing complex has been developed since 2004.

In December 2016, the Vilnius City District Court declared the construction permit issued by the municipality invalid and ordered the builder – the public institution “Maskvos kultūros ir verslo centras Maskvos namai” – to obtain a new permit and renovate the building according to it.

Since the institution did not do so, it was ordered to demolish the building, and if this order was not fulfilled, the demolition was allowed to be organized by the Construction Inspectorate in 2022.
