Eurovision is usually organized by the broadcaster of the previous year’s winner, if desired by the European Broadcasting Union (EBU).

However, under updated rules, the EBU has gained the right to entrust the organization of the contest to another broadcaster if the representatives of the winning country do not agree with or do not comply with the Eurovision rules.
The right to host the contest can also be transferred in other cases – for example, if the winning country cannot ensure the safety of the event, attempts to unfairly influence the results, or harms the non-political nature of Eurovision.
The new rules also define situations related to wars or geopolitical tensions.
If an armed conflict, sensitive geopolitical situation, or another event significantly affects the safety or stability in the region of the winning broadcaster, that country generally loses the right to host the next year’s Eurovision.

However, the EBU may make an exception if it is convinced that the contest can be organized safely.
The decision to deny a country the right to host the contest does not affect its participation in Eurovision and does not change the contest results. In such a case, all rights and responsibilities for organizing the event would be taken over by another broadcaster.
This news came after it was confirmed that Canada will participate in Eurovision in 2027, as its public broadcaster became a full member of the EBU.
