Since the beginning of the war in Ukraine, Vilnius has been helping Ukrainians. One of the measures is the opportunity for persons who have fled from Ukraine to Lithuania to use public transport – buses and trolleybuses – free of charge.
At the end of last year, by a decision of the Vilnius City Municipality Council, “Ukrainian cards” were issued. This is intended to ensure smooth application of the benefit, clearer administration, and to prevent possible abuse.

“Ukrainian cards” began to be issued on March 1, 2026 – a transition period was applied until August 31, and from September 1, the “Ukrainian card” is mandatory to use this benefit.
Those who have not yet picked up their personalized “Ukrainian card” are invited to do so soon: the “Ukrainian card” can be collected at JUDU customer service centers: Geležinkelio St. 16 (at the Railway Station), Gedimino Ave. 9A, or Konstitucijos Ave. 3.
