The decision was made by the Administrative Offenses Case Review Department of the Vilnius County Chief Police Commissariat, after reviewing a minor public order violation case following R. Miliūtė’s refusal to pay the fine.

“Since there is no basis in the case to state that R. Miliūtė’s actions contain signs of an administrative offense as defined in Article 481, Part 1 of the Administrative Code, the administrative offense proceedings are terminated,” the police decision is quoted by LRT.
As reported by BNS, administrative proceedings were initiated in April at the 3rd Police Commissariat of Vilnius city due to the mentioned gesture.

R. Miliūtė publicly showed the middle finger during the protest “Hands off free speech” held in Independence Square. At that time, she stated that the ruling majority is legally illiterate and lacks the competence to govern the state.
