I. Oskirko has no citizenship and has been convicted several times. This is his second murder.
The court found that on the night of February 12, 2025, in Klaipėda, Debreceno Street, in the yard of the house where they were drinking together, during a mutual conflict, I. Oskirko struck Jevgenijus A. once with his hand. The latter fell backward to the ground from the blow and hit his head on the pavement. The severely injured man died in the hospital after six months.
The convicted man’s lawyer, Giedrė Striaukienė, requested by appeal to annul the verdict and terminate the case, arguing that I. Oskirko acted in a situation of necessary defense.
“The fact that Jevgenijus A. was shorter, smaller in build, physically weaker, and did not know how to fight than I. Oskirko does not mean that he posed a real physical threat to the convicted I. Oskirko,” the appeal states.
During the pre-trial investigation, I. Oskirko stated that the drunk Jevgenijus A. insulted him, called him names, and threatened to “stab” him. When he put his hand in his pocket, I. Oskirko thought that Jevgenijus A. wanted to pull out a knife. Then I. Oskirko struck Jevgenijus A. once in the face with his elbow.
A folding knife was later found on Jevgenijus A., which experts assessed as not belonging to cold weapons. A syringe with traces of carfentanil was also found in his clothes, and the victim was found to have a blood alcohol level of 2.64 per mille in the hospital.

The panel of judges of the appellate court found that the statements of I. Oskirko, that he was defending himself from the victim, are contradicted by witness testimonies.
When sentencing I. Oskirko, the district court assessed his personality. The convicted man was administratively punished five times in one year for appearing drunk in public, disturbing public order, failing to comply with police officers’ demands, insulting them, and similar offenses, and he does not pay the fines imposed. Previously convicted 13 times, he has been committing crimes since a young age. Convicted for robbery, murder, infliction of physical pain, and other crimes.
In 2013, I. Oskirko was sentenced to 12 years in prison for murder. After serving the sentence, he was released from the penal institution at the end of December 2023. I. Oskirko killed a person just one year after serving a prison sentence for a previous intentional murder.
The man constantly drinks heavily and has been diagnosed with mental and behavioral disorders due to alcohol use.
“The sentence imposed on the convicted person is adequate to the committed criminal act and the dangerousness of the convicted person’s personality, meets the goals of the sentence, the rules for imposing the sentence, is correctly and properly individualized, so there is no reason to mitigate it,” the panel of judges of the Lithuanian Court of Appeal stated.
